The error 429 is relative to one ocx file not registered correctly.

The steps below normally fix this problem:

  • uninstall the Certiprep IC³ GS3
  • delete the CertiprepIC3 folder under Program files
  • reboot the computer
  • install with the option "Run as administrator"
